Is your old furnace guilty of stealing your energy? Then convict your energy offender and replace it with an eligible ENERGY STAR model that’s 95 per cent efficient or higher. You could receive an $800 rebate. But hurry! You must pre-qualify for your rebate by July 1, 2013.

Pre-qualify first

As this is a pilot program rebates are limited. Therefore in order to qualify for the rebate you must apply for a pre-qualification code before you purchase your new furnace or boiler. If your application meets all other terms and conditions, this code could get you a rebate.

What makes a furnace or boiler high-efficiency?

Today’s high-efficiency natural gas furnaces and boilers are up to 98 per cent efficient. To be eligible for the rebate, the model you choose must be ENERGY STAR rated and at least 95 per cent efficient for furnaces and 94 per cent efficient for boilers.

Why replace your old furnace or boiler?  

Just because something works, doesn’t mean it’s working efficiently. So convict it and put it away for life. You could get an $800 rebate and perhaps some peace of mind, knowing that your new heating system is more efficient and you’ll be saving money and energy for years to come.

Emergency replacements and repairs

Your old heating system must be in working order to qualify for the $800 rebate. Furnaces and boilers deemed unsafe to operate and not repairable, or requiring repairs over $1,000 in pre-tax dollars (including parts and labour), do not qualify for a rebate.

How to apply

  1. Review the Furnace Replacement Pilot Program terms and conditions.
  2. Apply for your pre-qualification code by July 1, 2013. Note: you’ll need your FortisBC account number.
  3. Choose and purchase an eligible high-efficiency furnace or boiler and have it installed by a BC Safety Authority licenced gas contractor. You can find a contractor on our directory.
  4. Complete the customer application form you receive with your pre-qualification code in full. Include a copy of your invoice showing details of all worked performed, including the purchase date, make, model and installation permit number. Don’t forget to include your pre-qualification code on your application and have your contractor complete their part of the application as well. (Please note: incomplete applications will delay processing.)
  5. Send your completed application and invoice postmarked (registered mail is recommended) by August 30, 2013 to:Furnace Replacement Pilot Program

If your application is approved Fortis will mail you a cheque. Please allow a minimum of 90 days to process.

Important deadlines

  • Apply for your pre-qualification code between April 22, 2013 and July 1, 2013, or while quantities last.  If you qualify, a code will be emailed to you.
  • Your furnace or boiler must be purchased and installed and your application submitted by midnight, August 30, 2013.

The City of Richmond’s Toilet Rebate Program provides a utility tax rebate to homeowners who install a low-flush toilet.

Single and multi-family homeowners are eligible to apply for a lifetime maximum of two rebates per household. Industrial, commercial and other non-residential properties are not eligible at this time.

The purpose of the toilet rebate program is to encourage homeowners to replace high volume toilets with low-flush toilets to conserve water and to reduce costs. Homeowners will enjoy a reduction in their utility bill while contributing to a sustainable water conservation initiative.

Are you eligible?

All residential, single and multi-family property owners in the City of Richmond are eligible to participate in the program.

How to Qualify

  • The Toilet Rebate Program applies to installations in single or multi-family homes constructed prior to January 1, 2011.
  • Industrial, commercial and other non-residential properties are not eligible at this time.
  • There is a lifetime maximum of 2 rebates (maximum $200) per single or multi-family dwelling.
  • The program is funded to a maximum of $100,000 per year and submission of an application does not guarantee a rebate – each application will be evaluated and processed on a first-come, first-serve basis.
  • Toilets must be new, 6 litres or less and CSA or Warnock Hersey certified.
  • Toilets may be installed by the resident or by a licensed plumber (toilet replacement does not require a plumbing permit).
  • Rebate application must be made within 90 days of toilet purchase.
  • This offer may be withdrawn at any time without notice.

Frequently Asked Questions

How do I know my toilet qualifies for the rebate program?
Replacement of high volume toilets 13 litres or greater are eligible for the rebate program. The toilet’s flush volume is printed on the inside or rear of the tank.

Why should I replace my large volume toilet?

  • Toilets account for one third of the water used in the average home.
  • Toilets send more than 30% of the water used inside your home into our regional sanitary sewer systems requiring treatment.
  • Switching to a low-flush toilet could save more than 70 litres of water every day per family member and, when combined with a water meter, will put money back into your pocket.
  • As of September 30, 2005, the provincial Water Conservation Plumbing Regulations have required that all newly installed low flow toilets. (www.waterbucket.ca).

Can I receive a rebate for a toilet that I replaced several years ago?
Only toilets purchased and installed after January 1, 2011 are eligible for a $100 rebate.

Do low-flush toilets really work?
Low-flush toilets have been engineered to perform as well as (or even better than) large volume units, and are standard in most developed countries.

Does anyone check the toilet installation?
The City of Richmond reserves the right to arrange an inspection of your newly installed low-flush toilet.

Can I keep my old toilet?
No, one of the purposes of the rebate program is promote water conservation. The program requires the disposal of the higher flushing toilet from homes to ensure these toilets are not longer in circulation.

Is there a time limit to the rebate?
Yes, you must submit your application form, with all supporting documents within 90 days of purchase of the new toilet. Rebates are evaluated on a first-come, first-served basis, to a maximum of $100,000 per year or the end of the program.

How are low-flush toilets different from regular toilets?
Low-flush toilets are available in a variety of styles and colours. They usually have smaller tanks and are marked to indicate they have been tested for low water consumption.

Why is water conservation important?
There are many answers to this question. One reason is to prevent the need for further expansions to our drinking water supply system so that our resources can be spent on improving our existing system and water quality. Your annual utility bill reflects the water use of properties in the City of Richmond, and these costs continue to rise as the demand increases. Despite B.C’s prevalent rainfall, there is a finite amount of drinking water available, especially during the summer season.

Saving water also helps the environment. The more water we use, the more is drained from our watersheds, which also serve as habitat to fish and wildlife. As well, heating water requires energy, so the less water that must be heated the less energy we use.

What is a low-flush toilet?
A low-flush toilet is a toilet that uses 6 litres or less per flush.

Are low-flush toilets difficult to install?
No, installing a low-flush toilet is the same as installing older models. There are no special tools or connection required.

Get Started

  1. Purchase and install a new CSA/Warnock Hersey certified 6 litre or dual-flush toilet.
  2. Take a photograph of the old toilet in place and a photograph of the newly installed toilet in place (for each new fixture).
  3. Submit your completed application form (including photos) and sales receipt copy to Tax Department, Richmond City Hall, 6911 No. 3 Rd, Richmond, BC V6Y 2C1.
  4. A rebate credit will be applied to your utility bill once eligibility has been established. For multi-family dwellings with a common meter, the toilet rebate will be credited to your property tax bill.

New high efficiency toilet requirements

New High-Efficiency Toilet Requirements in the BC Building Code

This has been released by the province of BC. It shows that it will be mandatory for all people to install HETs and HEUs effective Oct 3 2011.

Overview

The Province is taking another step toward increased water efficiency through new high-efficiency toilet (HET) and high-efficiency urinal (HEU) requirements in the BC Building Code. Effective October 3, 2011, HETs or dual-flush toilets will be required in new residential buildings or when renovations involving plumbing fixtures occur. Whenever urinals are installed, HEUs will be required.

Toilets and urinals represent 30 to 40 per cent of domestic water use in households and in commercial and institutional buildings. Installation of more efficient models results in significant water savings. While the BC Building Code currently requires toilets with a 6-litre flush volume, high-efficiency toilets, which have a flush volume of 4.8 litres or less, are now available.

High-Efficiency Toilets

High-efficiency toilets (HETs) have a maximum flush volume of 4.8 litres. Dual-flush toilets are classified as HETs because the ratio of reduced flushes (up to 4.1 litres) to full flushes (up to 6 litres) results in an effective flush volume that is less than 4.8 litres. On average, high-efficiency toilets use at least 20 per cent less water than the 6-litre models that are currently required in B.C.

Effective October 3, 2011, HETs or dual-flush toilets will be required in new residential buildings or when renovations involving plumbing fixtures occur. The requirement for toilets with a maximum flush cycle of 6 litres in industrial, commercial and institutional buildings will remain unchanged.

Text of new Code requirement

While some early low-consumption toilets did not perform well, in recent testing by Veritec Consulting and Koeller and Company, all of the high-efficiency models (over 100) demonstrated good to excellent flushing performance.

According to several recent research reports, HETs have no difficulty meeting the waste transport requirements typical of residential drainline installations. However, when HETs are installed in industrial, commercial and institutional buildings, there are concerns about the drainline carry of a 4.8 litre flush volume. Until further research on drainline transport issues becomes available, the BC Building Code’s HET requirement will be limited to residential buildings.

Availability of HETs is still somewhat limited, but costs are comparable to quality 6-litre models. The requirement for HETs will not become effective until October 3, 2011, giving suppliers time to reduce existing inventory and bring in new HET stock.

High-Efficiency Urinals

A high-efficiency urinal (HEU) is a fixture with a flush volume of 1.9 litres or less. HEUs use approximately one-third of the amount of water used to flush the average urinal. Based on average usage, a single HEU can save close to 18,000 litres of water per year.

Whenever urinals are installed, HEUs will be required.

Text of new Code requirement

While a performance testing protocol similar to that for toilets has not yet been developed for HEUs, flushing HEUs must meet the same performance standards as other flushing urinals sold in North America. Because the flush volume of a urinal can often be set at either 3.8 litres or 1.9 litres through the flushometer valve, the cost and availability of HEUs is the same as that of higher-volume urinals.

Implementation

The new requirements will come into effect on October 3, 2011, to address implementation issues and to better coordinate with the next edition of the Building Code.

The new requirements will apply to building permit applications that are submitted on or after October 3, 2011.

Don’t take a chance on fly by night plumbers

In this economic downtime jobs are hard to find.
